Cinder, a self-reliant and headstrong young girl who lives with her drug-addict mother in a dank, derelict part of town, finds herself confronted with the shocking event of her mother’s death from an overdose.
Afraid of the authorities, the child services workers who will take her away under state care, she hides in the attic and now must learn to survive on her own off the streets as a thief.
She befriends a robbery gang led by Bozz after they save her from the child services goons
Cinder grows up, managing to hide from child services and make herself at home in the attic of the apartment which has remained vacant for many years. She moves up in position within the gang.
Meanwhile multi-millionaires Edgar and Monica Tale of Tale Properties buy up all the real estate in that part of town and are in the process of developing it into an upscale community.
When Angelica and her two deranged twin daughters move into the apartment to renovate, Cinder is faced with possibly losing her hideaway. Cinder, now 17 makes plans to find a new place to stay.
But not before the two evil daughters find her and decide to drug her and keep her captive in the attic. Unfortunately, Angelica is forcing them to go to a party to potentially meet young Grimm Tale, the son of Monica and Edgar. They will come back to Cinder later.
Cinder breaks free and gets the help of the gang to find her an outfit to sneak into the party, where she plans to kill the two twins out of revenge for killing her pet bird and the threat to torture her.
This plan is derailed when Grimm steps in the way inadvertently, meets her, and convinces the distracted Cinder to go someplace with him alone.
They go to his favorite fountain and wade in fully clothed. Cinder manages to forget her mission and is captivated by Grimm. They hit it off. That is until Cinder sees the twins riding home on their scooters. Cinder springs up and leaves her boots there, running off to finish her mission.
However, now the twins discover Cinder has escaped from the attic and make a break for it before Cinder can carry out her deed.
Back at her new place to stay with the woman who owns the costume shop where she got her dress and shoes, Cinder agrees to let it go and move on.
Grimm, now in search of his mystery girl turns up at the home to return her boots. But Angelica knows nothing, and the twins lie. No Cinder here. He leaves with the boots.
Angelica knows the twins are up to something and gets them to confess. Out of greed, she hatches a plan to use Cinder’s DNA and coerce her doctor associate who has developed an identity-changing potion to make her twins look exactly like Cinder from her DNA. They can take turns being the wife and be married into all that money.
However, the potion does not last and has serious side effects. One of the twins starts to change back and deform when at the fountain on her first meet-up with Grimm. She runs off.
The authorities arrive at the house. Angelica is arrested and the twins are rushed to the hospital where they are in a comatose state. They are now in the hands of child services.
Grimm Is perplexed. He discovers a label in the boot that leads him to the costume shop where he finally meets Cinder.
Finally back together to pick it up where they left off, they sit under the fountain fully clothed, and muse about a future together.
